Because US sanctions anyone that does anything about it. Since most of the western world is 100% dependent on US banking any sanction even if you have nothing to with US will affect you. You are cut off from Visa, Mastercard, PayPal and all intermediary services that use them, there aren't many alternatives to payments.
Brazil has alternative system and US aggresively targets them because of that. Now that EU got fucked by US one too many times, they are starting to work on alternative system too but it's a slow process.
